What makes Debeka different
Four differentiators that consistently come up when English-speaking residents weigh Debeka against the other ten major insurers.
Deepest civil-servant book
Debeka has the largest civil-servant client base in Germany and Beihilfe-aligned tariffs, which makes it a natural first stop for Beamte and their families.
120-year stability record
One of the most conservative long-term premium-development records in the market, backed by more than a century of public adjustment data.
Largest private insurer
With over 4 million insured and more than €58 billion in capital investments, Debeka is the largest private health insurer in Germany, a very deep balance sheet.
Mutual, member-first
As a mutual there is no shareholder dividend pressure on premiums, which supports the long-term value case, especially for applicants over 40.

What Debeka actually covers
Debeka comprehensive tariffs cover all core private health insurance benefits, with Beihilfe-aligned options for civil servants and a mutual structure focused on stability. On paper the coverage matches other comprehensive insurers, see our guide to what private health insurance covers. The difference is scale, conservative pricing, and the civil-servant specialism.
- GP and specialist visits
Free choice of doctor, with direct specialist access on comprehensive tariffs.
- Hospital
Private single room and consultant of your choice on comprehensive tariffs.
- Dental
Comprehensive treatment, implants, and orthodontics, tariff-dependent.
- Vision
Glasses, contact lenses, and laser surgery in selected tariffs.
- Mental health
Outpatient and inpatient psychotherapy, shorter waits than the public system.
- Beihilfe-aligned tariffs
Tariffs designed to top up civil-servant Beihilfe entitlements, a Debeka specialism.
- Worldwide cover
Emergency and travel coverage outside Germany, tariff-dependent.
- Prevention
Preventive check-ups and vaccinations, tariff-dependent.

How much does Debeka cost
Debeka premiums follow the same three-factor structure as every German private health insurer: age at sign-up, coverage level, and health status at application. Employees who earn above the €77,400 income threshold get an employer subsidy of up to half the premium, a good €500 per month at the 2026 cap. Civil servants pay only the portion not covered by Beihilfe. Below are rough benchmarks for a healthy employee on a standard comprehensive tariff (gross, before employer subsidy). For market-wide numbers, see our guide to private health insurance costs in Germany.
- Age 28
Roughly €240 to €330 per month on a standard comprehensive tariff.
- Age 33
Roughly €300 to €400 per month on a standard comprehensive tariff.
- Age 38
Roughly €380 to €490 per month on a standard comprehensive tariff.

Important context on Debeka pricing
These ranges are indicative only. Your personal quote depends on tariff choice, deductible level (Selbstbeteiligung), and your health declaration. Debeka's conservative increase record is its core strength, particularly for applicants over 40. For English-speaking employees and self-employed applicants, the mutual alternatives Hallesche and HanseMerkur offer comparable stability with, in our experience, a smoother fit once a broker handles the English side. If price today is your main criterion, start with our guide to the cheapest private health insurance in Germany.

Who Debeka is best for, and who it isn't
Debeka is the strongest fit for civil servants and long-horizon buyers who prioritise stability over English-language service. For most English-speaking employees and self-employed applicants, the mutual alternatives Hallesche and HanseMerkur are usually the smoother fit. Self-employed readers can go deeper in our guide to private health insurance for freelancers.
Best fit: Civil servants (Beamte)
Beihilfe-aligned tariffs and the deepest civil-servant book in Germany make Debeka a natural fit for Beamte.
Best fit: Long-horizon stability buyers
A 120-year conservative increase record is hard to beat if maximum price stability is your priority.
Best fit: Applicants over 40
The mutual value case is strongest for older applicants, where conservative pricing compounds over time.
Best fit: Families wanting scale
The largest private insurer with a very deep balance sheet, reassuring for families planning long term.
Not the best fit: English-first residents
Service and paperwork are German-first. Hallesche or HanseMerkur, with a broker handling English, are usually a smoother fit.
Not the best fit: App-first users
The digital experience is limited. If a modern app matters to you, a digital-first insurer leads here.
How to switch to Debeka
Eligibility check
- Confirm you qualify for private cover: civil servant, employee earning above the €77,400 income threshold (2026), or self-employed.
- A broker pulls comparable quotes from Hallesche, HanseMerkur, ARAG and others alongside Debeka so you see whether Debeka is the strongest fit, or whether a more English-friendly mutual wins.
Application and underwriting
- Complete the Debeka health declaration and choose your tariff and deductible. Civil servants select a Beihilfe-aligned tariff.
- If you are already on a private contract, §204 VVG lets you transfer accumulated age provisions (Altersrückstellungen), subject to Debeka underwriting your current health.
Cancellation and start date
- Your broker cancels the existing public sickness fund (two-month notice) or private contract with the correct timing.
- The new Debeka contract starts the day the old one ends, with no coverage gap.
