If you'll be in Germany under 5 years, a short-term 'expat tariff' may be cheaper than long-term private. Long-term residents shouldn't use these.
When temporary cover makes sense
Visiting researchers / postdocs
Specific 'expat tariffs' (Care Concept, HanseMerkur Expat, ALC) are designed for 1–5 year stays at substantially lower premiums than full private.
Language students
Some language student visas accept short-term private tariffs that aren't open to long-term residents.
Sabbaticals / 1-year stays
Short-term expat insurance is usually cheaper and more flexible than entering full German cover for one year.
